President Kagame emphasizes that Rwanda’s development will come from Rwandans themselves

President of the Republic of Rwanda, Paul Kagame, has stated that Rwanda should not rely on external actors for its development, emphasizing that Rwandans themselves are the true foundation and driving force of the country’s progress.

He made these remarks during his end-of-year address for 2025 on December 31, 2025, in which he commended Rwandans for the trust, resilience, and unity they demonstrated throughout a year marked by significant challenges, yet notable national progress.

President Kagame noted that Rwanda’s economy continued to grow in 2025 and stressed that the responsibility now lies in safeguarding and wisely managing the country’s available resources.

“Our economy has grown. Our responsibility now is to protect and make good use of the resources we have as a country,” he said.

He underscored that sustainable development requires internal solutions and collective responsibility, rather than waiting for assistance from others. According to the President, Rwanda’s greatest and most valuable investment is its capable youth, whom he called upon to protect what the nation has achieved and to build upon it.

The Head of State expressed confidence that Rwandan youth are ready to take on this responsibility, even when it requires personal or collective sacrifice for the greater national good.

Reflecting on the country’s journey, President Kagame highlighted that although Rwanda faced serious obstacles in 2025 including regional insecurity and external pressure Rwandans succeeded in turning these challenges into opportunities that strengthened the nation.

He emphasized the importance of remembering where the country has come from, noting that this awareness is essential for shaping a strong and self-reliant future.

President Kagame further pointed out that 2025 was marked by major milestones that elevated Rwanda’s international standing.

These included hosting high-level international security conferences and the launch of the African Leadership University’s operations in Rwanda. He stated that such achievements demonstrate the ability of Rwandans and Africans more broadlyto define their own identity, values, and direction.

He also highlighted Rwanda’s hosting of a major international cycling event in Kigali, describing it as a source of national pride and a clear indication of the confidence the international community has in Rwanda. The President thanked all those involved in ensuring the success of the event, noting that sports serve as a powerful tool for unity and global visibility.

Addressing football development, President Kagame acknowledged that Rwanda has not yet reached the highest competitive levels but expressed optimism based on ongoing support from FIFA aimed at nurturing young talent.

He announced that Rwanda will host FIFA Series matches in the coming year, describing this as part of a long-term strategy focused on talent development and sports infrastructure.

On matters of peace and security, the President reaffirmed Rwanda’s commitment to implementing peace agreements signed with the Democratic Republic of Congo, while thanking international partners who supported the process. He made it clear, however, that any threat to Rwanda’s security or sovereignty will not be tolerated.

In closing, President Kagame urged Rwandans to remain on the right path, maintain confidence in the future, and exercise responsibility, particularly during the year-end festive period. He emphasized that Rwanda’s desired future is achievable through unity, discipline, and reliance on the strength of its own people.

President Kagame and his family wished all Rwandans a peaceful, secure, and prosperous New Year 2026, founded on self-reliance and collective effort.
